ICT news – At the 7th Session of the XII National Assembly, 423/425 Congress representatives have voted to approve the Posts Law, achieving 85.8% of votes. Posts Law will come into force from the date of1/1/2011.
Postal Law Draft consists of 10 chapter sand 46 articles, which regulates in detail the postal activities such as:provision, investment and business, quality service and charge, rights and responsibility of service providers, stamp, disputes settlement and compensation in usage, provision and State responsibility in postal activities.
According to the law preparation board, Postal Law will be the foundation to further build up and modernize the postal sector with an aim to meet the new demand in implementation of country’s social – economic development targets. One of basic goal of this Law is to overcome the shortcomings of the previous Telecom Law promulgated in 2002 as well as to set up the new and effective legal mechanism so as to help the State to better implement its responsibilities in public postal services provision in order to serve the administration of the Party,State, create the stable development of social-economic activities, create transparency in the management policy of the State.
The Postal Law Draft has been approved by the Government in the monthly meeting in April 2009. Then, at the XI Session of XII NA on November 10, 2009, this Draft was submitted for receiving the comments from NA’s representatives.
So far, the Posts Law has been officially adopted by NA, a lot of postal courier enterprises said that this Law was prepared carefully with high quality, so after the effective date, It will be the legal corridor for the operation of organizations, individuals and enterprises in providing and using postal services
